Montenegro and the EU — what accession means for property buyers

The state of the negotiations with sources, and a clear line between what applies today and what accession has yet to decide.

Montenegro has opened all 33 negotiating chapters with the European Union, and by 14 July 2026 eighteen of them had been provisionally closed. For a property buyer this changes nothing yet: foreigners already buy an apartment, a house or commercial premises on the same terms as Montenegrin citizens, and EU nationals are exempt from the €150,000 condition for residence based on property. What changes after accession will be set by an accession treaty, which does not exist yet.

Where the negotiations stand

According to the European Commission, Montenegro has opened all 33 negotiating chapters. Chapter 32 (financial control) was provisionally closed on 26 January 2026, bringing the total to 13; chapter 21 (trans-European networks) followed on 17 March 2026, for a total of 14. On 14 July 2026 the Council of the EU announced the closure of chapters 8 (competition policy) and 29 (customs union), so 18 of the 33 chapters are now provisionally closed.

Provisional closure is not final. In the Commission's words, agreements reached on specific chapters, even partial ones, may not be considered final until an overall agreement has been reached for all chapters.

What a buyer can rely on today

Foreign nationals buy an apartment, a house or commercial premises in their own name on the same terms as Montenegrin citizens. Restrictions apply to agricultural land, forests and land in the border zone: a foreign individual may acquire such land up to 5,000 m², and then only where the contract concerns a residential building on that plot.

Since 17 January 2026, temporary residence based on property requires a value of at least €150,000 — but not for nationals of EU member states, Iceland, Liechtenstein, Norway and Switzerland or their family members. Real estate transfer tax is charged in bands by property value.

What accession has yet to decide

No accession date has been set. Once negotiations close, membership requires an accession treaty and its ratification, and only that treaty will say whether anything changes for property ownership, taxation or residence. This page makes no claim about how prices will move.
