How large is the down payment when buying property in Montenegro?

What are the closing costs when buying a property?
Closing costs when buying property in Montenegro typically include notary fees, real estate transfer tax, registration in the cadastre and administrative costs (usually 1–5% of the property value). This is general information, not a calculation for a specific purchase: the exact amount depends on the property and the rules in force, so confirm it with a notary or a tax adviser before signing. Is a technical survey of the property necessary?
Yes, a technical survey is recommended and we support it: we help arrange one and go through the findings with you. The findings themselves are issued by a qualified professional (a licensed engineer or court expert) — the agency does not issue them and cannot vouch for the condition of the building. A survey can reveal hidden problems and prevent additional costs after the purchase.
What is the deposit when buying a property?
The deposit when buying a property is also known as a good-faith deposit. It is most often 1–2% of the price and is credited towards the final purchase price. The amount and the conditions for its return are not fixed by law but agreed between the parties, so check them with a notary or a lawyer before you pay.
Which are the most popular locations in Montenegro?
The most popular locations for buying property in Montenegro are (not necessarily in this order): Podgorica; Budva; Kotor; Tivat / Porto Montenegro and Luštica Bay; Herceg Novi and Portonovi.
What should I consider when choosing a location?
When choosing a location we can consider proximity to schools, kindergartens, shops, the beach, public transport and airports, healthcare facilities, transport connections, and future development projects that may significantly increase the value of the property in the near future. We keep in mind that requirements differ depending on the motive for the purchase, whether it is an investment property intended to generate seasonal income, a property in which you plan to spend your retirement, or one in which you plan to start a family.
What are the transport options and distances in Montenegro?
Montenegro is a small country, so most towns are 1–2 hours apart by car. There are airports close to Podgorica and Tivat, and there are also ship and ferry lines connecting Montenegro with neighbouring countries — the Bar – Bari line to Italy, or Herceg Novi – Dubrovnik to Croatia.

Is it worth investing in luxury property in Montenegro in 2026?
The Montenegrin coast has limited space for building, which supports steady long-term value. The coastline is short, and in areas such as Porto Montenegro, Luštica Bay and Portonovi new construction is capped by planning; when supply is limited and interest is steady, quality property holds its value more easily. We do not quote yield percentages: yield depends on the location, the season, how the property is managed and its condition, so a figure without those conditions is misleading. Instead we publish median asking prices from our own offer, with the data cut-off date and the method. Send us your budget and preferred location — an agent will send a shortlist with an honest read of the strengths and risks of each property.
Which towns are best for buying a villa on the Montenegrin coast?
Tivat, Kotor and Budva — each offers a different way of life, not just a different price. Tivat is nautical and international: Porto Montenegro and Luštica Bay bring a marina, services and planned communities, and the airport is close. Kotor is historic and quiet: stone houses and villas in Dobrota, Prčanj and Perast, in a bay under UNESCO protection; it suits a buyer who wants calm and authenticity. Budva is the liveliest and most liquid: the widest choice and the most developed tourism, but also the busiest in summer. There is no universally best town — only the one that fits your purpose. Tell us whether you are buying to live in, for holidays or to rent out, and we will propose a location before a property.
Can property in Montenegro be bought remotely, without travelling to the country?
Yes, a purchase is possible without travelling, through a notarised power of attorney given to someone you trust. The power of attorney is certified by a notary or at a Montenegrin diplomatic mission, with a translation by a certified court interpreter; your representative then signs the contract on your behalf and files for registration of ownership. We prepare the shortlist, arrange a video viewing, collect the documents and check the title deed before anything is signed. The sale contract is drawn up by the notary responsible for that area, who is required by law to verify the legal status of the property. Confirm the wording of the power of attorney and the form of certification with a notary or a lawyer before signing — the rules differ by country of issue and can change.
Are there hidden costs after buying property in Montenegro?
There are no hidden costs, but there are recurring ones: annual property tax and maintenance. Annual property tax is paid to the local authority and depends on the municipality, the type of property and its value, so the rate for a specific property is confirmed by that municipality. Maintenance in luxury developments is a monthly or annual charge for shared facilities — security, pool, grounds, reception — and differs from one development to another. Utilities are billed on consumption, and if you rent the property out, the income is taxed. We do not quote amounts because rules and charges change and the exact figure depends on the property.
