A listing enters the luxury segment on this site only when it collects at least two independent confirmed signals — membership of a development with confirmed premium status, price per square metre in the top tenth of its own town, an asking price above one million euro, a villa or penthouse above its town’s median, four or more premium amenities, or a confirmed position on the shore itself. In addition, where the price is known it must be at least at the median of its own town. The word “luxury” in a description does not count as a signal.

“Luxury” is the most worn-out word in property advertising. In our own database that adjective appears on more listings than meet any measurable condition, which is exactly why we do not use it to sort anything. A listing enters this segment only when it collects at least two independent, recorded signals, and the reason is stored against each listing so it can be corrected.
The signals are concrete: membership of a development whose premium status is confirmed outside our own data; price per square metre in the top tenth of its own town; an asking price above one million euro; a villa or hotel above its town's median; a penthouse above its town's median; four or more premium amenities; a confirmed position on the shore itself. One gate is never bypassed: where the price is known, it must be at least at the median of its own town. Luxury is, by definition, above the local middle.
The most expensive properties in the segment are shown first; listings priced “on request” come last, because an unknown price is not a low price.

Three developments carry most of this segment: Porto Montenegro in Tivat, Luštica Bay on the Luštica peninsula and Portonovi near Herceg Novi. All three have a marina or direct access to the sea, property management, and amenities normally found in hotels. That is also why people buy there: letting works without the owner being present.
Outside those developments the luxury segment looks different. In Kotor and Herceg Novi it is mostly detached villas and restored stone houses in the hinterland of the bay, offering land and privacy instead of a reception desk. Budva is split between penthouses in new buildings in the centre and villas in Bečići, Pržno and around Sveti Stefan.
At the top of the market, floor area stops being the main factor. What moves price is the position relative to the sea, the orientation of the terrace, whether a garage space and a berth come with the unit, and who manages the building. Two apartments of identical size in the same complex can differ by a third depending on floor and view.
For villas, the plot matters most — its size, the access road, and whether the pool is already built or merely permitted. A villa with a permit and a finished pool and a villa of the same floor area with neither are not the same offer, however similar they look in a listing.

Usually because it is expensive in absolute terms but not relative to its town — a large villa on a large plot can carry a high total price and an entirely ordinary price per square metre for its location. The segment measures position within the local market, not the size of the number. The reason is recorded for every listing and can be corrected if it turns out to be wrong.
No. They are two separate measures and we deliberately keep them apart. There are luxury properties with no relationship to the sea at all — a villa on a large plot inland, for instance — and there are properties on the first line to the sea that do not enter the luxury segment on price or standard. A property can be in both segments, in one, or in neither.
